Position
Summary:
The role of this position is to develop and manage capital projects. This work includes, but may not be limited to: facilitating scope development of capital projects, compiling estimates based on developed scope, preparing Authorization For Expenditures (AFEs) for requesting capital funds, facilitating detailed engineering, following Management of Change (MOC) protocol, preparation of request for bid packages, evaluating proposals, requisitioning materials, writing and planning work orders as necessary,execution of project scope utilizing in-house labor or outside construction contractors, and tracking overall project costs and schedule. Informal and formal feedback on project status is to be provided to supervision as necessary.
Responsible for overseeing the field execution of several capital projects at the facility. Will coordinate with the project manager, construction contractor's, and superintendent to ensure work is planned efficiently and executed as designed. Communicate or address design or construction issues to keep the project progressing. Interact with departments (operations, maintenance, warehouse, etc.) within the facility to communicate and fill project needs. Communicate project status to the project manager.
Principle Job Duties &
Responsibilities:
1. Assist with the development of capital budget items and affiliated cash flow for
the upcoming year. Estimates of assigned projects are completed and reviewed with
supervisor in a timely manner.
2. Prepare AFE documentation which is clear, timely and well written.
3. Budget, design or coordinate design, and manage installation of economically
designed, safe, and effective modifications and upgrades to the facility within the
allowable schedule. The project engineer should contract outside engineering and/or
construction management resources as necessary.
4. Strive for execution of a project within 10% of the approved budget. Responsible
for preparation of Project Variation Requests (PVR) if budgets are under or overrun.
Responsible for preparation of Scope Change Requests (SCR) should project needs
deviate from the approved scope.
5. Incorporate the applicable requirements of the site EHS program into project
design scopes and continually evaluate ways to make the site run safer.
6. Coordinate with operations, maintenance, safety, and environmental
departments to ensure the project safely meets the end user's needs and are in
compliance with all laws/regulations and standard operating procedures.
7. Strive to improve own skills that add value to both themselves and the company.
Basic Job Requirements
1. Ten or more years of engineering related experience in the oil, gas, or chemical
manufacturing industry required.
2. Five or more years of experience with capital project development and execution
required.
3. Five years of in-plant experience preferred, whether permanent or periodic
temporary assignment.
4. Strong communication skills (written and verbal) required. Must be able to
effectively communicate and interact with personnel of all backgrounds.
5. Strong management skills required, including team leading, decision making, and
prioritizing.
6. Prolific with Microsoft Office software. Familiar with Microsoft Projects, ICARUS,
and AutoCAD, or equivalent scheduling, estimating, or CADD software.
7. Must be able to acquire Transportation Worker Identification Credentials (TWIC).
